are you sure the civic was stock ? it doesnt take much to get those cars into low 13's

civic si is around 197 flywheel hp, revs to 8k has a 6 speed, doesnt weigh much. they run high 15's stock tho

wednesday night is street night. thats when i usually go. 6-10pm. they may give you hard time tho. saturday might be better. but theres a shit load of people and you will probably only get 3 or 4 runs
